At 14 years old, you aren’t done with puberty yet, nor are you done growing. Yes, you might be short compared to others your age, but I know several people that had their last growth spurt when they were practically 18.
Now, there are some things that can take away from your potential height (including smoking, drugs, caffeine, etc), so as long as you stay away from those, exercise at least on a semi-regular basis, and have a healthy diet, you should grow as tall as you’re supposed to. Besides all that, your growing age normally peaks around 20 years old, so you’ve got plenty of time to finish growing and any HGH pills (or other "artificial growth" products) can actually be detrimental to your height and/or health.
If it would make you feel better, you could certainly have your parents bring you to the doctor, get some blood drawn to test your HGH levels, and find out if there is a medical reason you aren’t as tall as your classmates… but no prescription is completely free, much less something as expensive as HGH. If the doctor said it was required (which I would personally doubt he would even prescribe unless you’ve got a medical condition), your parent’s insurance should cover at least some of it, but that would be something for them to look into if it came to it.
Trust me, 5’4" isn’t that short either. You may not be Shaq, but there are a lot of women that are more intimidated by men over 6 feet tall and would prefer someone of your height. Seriously, just give it time.
Good luck and I hope I helped!
