Well #1 you shouldn’t need to shave your penis. Your hair should stop growing at the base of your penis, you should have no hair growth on the shaft.
#2 it’s not a rash, it’s ingrown hairs.
You get these by not shaving correctly, or when your hair isn’t used to being shaved. Make sure you use tons of shaving cream and you shave with the grain not against it.
