Can you suggest a good city/country in western Europe for a wheelchair bound traveler?
The wheelchair is NOT electric and the traveler is elderly, but will be accompanied by family members.

The Netherlands are mostly flat, and besides bridges where a little help might be needed, Amsterdam would be possible. Haarlem, Utrecht, Leiden, Gouda, Alkmaar, many more options.
Do book a hotels that is wheelchair accessible, many are not, but many are.
Museums are generally accessible, but not all, as some are in historic buildings that do not have enough space to build the needed changes.
All museums and sights have websites, in English, and will indicate whether wheelchair access is available.

It has a search bar on the front page, enter Wheelchair and you get search results, showing a shortcut to the wheelchair information on many of the items on the site.

England/UK would be your best bet. It has the most cultivated/flat lands. Don’t go to Italy, everything there is rocky, and the roads are all torn up. Germany is great.
DON’T GO TO VENICE. IT IS NOT WHEELCHAIR ACCESSIBLE.

Ireland is fairly wheelchair friendly.
