Would birth control help my acne?

I would say I have moderate acne (Maybe mild) I break out very badly around that time of the month, would this be an indication that my acne is caused from hormonal imbalance? I have blackheads, whiteheads, & the occassional sore inflammed pimples under my skin when I'm on my period. I use to take Orthotrycyclin for pregnancy prevention, but I never really noticed improvement in my skin, would I need a stronger dosage?
