red bumps on chest, could it be acne?

I'm a 15 year old guy that has struggled with bumps on my chest. It all began a year ago when I shaved my chest without any lubrication (which was a BAD idea). I thought this was just razor burn and would go away, however it didn't. That was the only time I shaved my chest but the bumps are still there. I've been put on retisol-a (which is a prescription vitamin-a acne cream). It has worked very well on my face but hasn't really had an effect on my chest. Any ideas?
